There is a reason for this. Whatever beliefs they profess, most parents secretly suspect that the principal determinant of the quality of a school and of the education their child will receive in it is the social background of the other children there. Parents do realise that good teachers make a difference, of course, but suspect that such teachers will themselves be attracted to schools where children of the 'right sort' predominate.
