So far the government has made a lot of noise about global warming and the urgency with which we must act, and yet has in some cases pursued policies which are contradictory to reducing carbon emissions. For his first three years in office the Chancellor continued with the 'fuel duty escalator' introduced by Ken Clarke with the express object of cutting carbon emissions.
